Ministry of Justice (MoJ) figures show that a quarter of those charged over last month's riots had committed more than 10 past offences, while three-quarters had a previous caution or conviction. Tonight we have an interview with Ken Clarke about the link between re-offending and the unrest and what the justice minister thinks needs to be done.
